In 1962, he received his engineering degree from the Middle East Technical University (METU) Civil Engineering Department, and in 1963, his master's degree, and began working as an assistant in the METU Civil Engineering Department. He completed his doctorate in 1969. He became a Professor in 1978. He served as the Head of the METU Civil Engineering Department between 1974-1976 and as the Vice-Rector of METU between 1978-1981. Between 1981-1984, he worked as a Visiting Professor at \"Iowa State University\" in the USA. Between 1985-1989, he served as the Dean of the METU Faculty of Engineering. Between 1991-1994, he was the Undersecretary of the Ministry of Public Works and Settlement, and between 1994-1995, he served as an Advisor at the Ministry of State and a Member of the Board of Directors of the Development Bank of Turkey.\u003c\/p\u003e\n\u003cp data-mce-fragment=\"1\"\u003eHe is a member of the \"Turkish Chamber of Civil Engineers,\" \"National,\" and \"International Society for Soil Mechanics and Geotechnical Engineering.\" He was a member of the International \"Behavior of Unsaturated Soils Tc 6\" committee. The American Society of Civil Engineers awarded Dr. Birand the title of \"Fellow,\" the highest active membership level bestowed by the society, in 2000. In 2000, he established the Turkish chapter of this society.
