It shows the role played by the Housing Development Administration (TOKİ) in the complete reconstruction of the state under the Justice and Development Party government.
TOKİ’s first period, from 1980 to 2000, was when mass housing production aiming to “modernize” housing production was institutionalized. In the second period after 2003, marketization became intertwined with the extreme strengthening of the central executive. Havva Ezgi Doğru also discusses the struggle among capital factions within this neoliberal policy, which “binds” the working classes by indebting them. This is an essential study not only for understanding the economic-politics of the housing issue but also for understanding the overall economic-politics of the state regime in Turkey.
