This note has been prepared in a very short time due to compelling circumstances. Therefore, given the inevitability of some omissions, and even inaccuracies, I need and rely on the careful review of my colleagues and students. I ask them to communicate any shortcomings and errors they identify, and I express my thanks for their help.

My approach in this note has been to present an assessment that considers the internal structure of the railway system, a highly multidisciplinary field, specifically its elements and the relationships and interactions between these elements. Such an approach is essential for understanding the system and grasping the fundamental requirements for proper design. Therefore, the "Study" section of the note is presented as a main framework that has not been adequately filled in.
