Urban Rents, Planning, and Public Interest

"It is well known that the primary factor guiding economic policies in Turkey for many years has been the real estate sector and the dominant motive of creating and distributing rent within it. Unfortunately, in a system where national-level planning has been destroyed, spatial plans, far from guiding the phenomenon of rent creation and distribution, are shaped and directed by it. Fair approaches in the distribution of land value increments have disappeared, and the boundaries of the concepts of rights and value in zoning practices have become blurred. Such developments cannot be reconciled with the principle of the rule of law, nor can they be explained by the concept of a social state."
